GTS Novera presented its strategy within the public administration area

GTS Novera, a nationwide telecommunication operator, presented its strategy within the area of state administration and local governments. The company intents to keep on increasing its market share within this segment and grab a 20% market share by 2010. A nationwide team of GTS Novera's experts offers to the state administration subjects and local governments not only telecommunication solutions but also related consulting which is primarily focused on a financing through EU funds. Only yesterday GTS Novera undersigned with the Ministry of Informatics general agreements for a provision of data and voice services within the KIVS (public administration communication structure) project.

With a growing volume of electronic agenda especially in connection with the act on e-government, which is under preparation, there have been growing requirements for a communication structure. Such structure is to meet challenging parameters in terms of security and quality while maintaining low costs. "Modern telecommunication technology owned by GTS Novera meets all requirements presented by the state administration subjects and local governments - it saves not only time and costs but also boosts effectiveness," states Mr. Tomas Budnik, a director of GTS Novera's commercial division. "Overall savings in telecommunication costs may amount up to several tens of percent; as it was proven e.g. by a newly built up metropolitan network in Plzen."

Increase in the market share within the state administration area

GTS Novera belongs to leading suppliers of the state administration and local governments. Among the company customers are various ministries, districts, cities, and institutions established by the state administration. "By 2010 we would like to double our market share within this segment, i.e. grab a 20% market share," stated Mr. Budnik.

Financing of telecommunication projects through EU funds

The state administration subject and local governments may use EU funds for a development of a metropolitan network, regional network or broadband Internet connectivity. "Up to 85% of valid costs may be obtained from EU structural funds, additional funding is offered by state and district budgets," informed us Mr. Dusan Lehotsky, a director of GTS Novera's non-commercial sector division. "Currently, it is easy to secure such financial funds. Moreover, our nationwide team of specialists offers to help the state administration subjects and local governments to settle all formalities required," he added.

Metropolitan networks - complex savings of telecommunication costs

Metropolitan networks ensure an interconnection of local administration premises, institutions established by the city as well as commercial subjects and citizens. It simplifies and increases a security of the communication among individual subjects, covers complex telecommunication requirements of the pertinent city or micro region and significantly reduces the operational costs. Internet information stalls located in public buildings may be a part of the network as well.

As for metropolitan network build-up GTS Novera has already gained a lot of experiences. E.g. the Vsetin network, which GTS Novera completed in H2/2006 and has operated it since this January, includes 11 information Internet stalls located in public buildings and schools. Furthermore, it offers a wireless Internet connectivity to all citizens. The Vsetin network is fully wireless. The total construction costs amounted to CZK 7.4 million - 75% of this amount was financed by EU funds, 10% by the State Budget. Another example may be the metropolitan network in Plzen that was developed by GTS Novera as well. It helped the city to save up to 40% on telecommunication costs compared to the previous solution. Currently, GTS Novera has developed metropolitan networks in Valasske Mezirici and Uhersky Brod.

End of monopoly in the public administration

Yesterday afternoon there were concluded between and by GTS Novera and Ministry of Informatics the general agreements for a provision of data and voice services within the KIVS project (the public administration communication infrastructure). "The conclusion of general agreements with more operators is a big breakthrough within the area of telecommunication services delivered to the public administration. A five-year period of unfair monopoly during which the state had preferred the incumbent is finally over. Now the public sector can profit from offers presented by more operators. The competitors will bring a better assortment of services for more advantageous terms and conditions," states Mr. Tomas Budnik, a director of GTS Novera's commercial division. Following up the government resolution on a new concept of the KIVS development adopted at the end of the last year the Ministry of Informatics invited to new ordering proceedings in February. The proceedings provide for a conclusion of general agreements for the provision of services with more operators.
